Opinions on Implementing the "Artificial Intelligence + Manufacturing" Special Initiative

Recently, eight departments, including the Ministry of Industry and Information Technology, the Office of the Central Leading Group for Cyberspace Affairs, the National Development and Reform Commission, the Ministry of Education, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the National Data Administration, jointly issued the "Opinions on Implementing the Special Action of 'Artificial Intelligence + Manufacturing'" (hereinafter referred to as the "Opinions").
The "Opinions" propose that by 2027, China's key and core AI technologies will achieve safe and reliable supply, with industrial scale and empowerment level ranking among the top in the world. We will promote the in-depth application of 3-5 general large models in the manufacturing industry, launch 1,000 high-level industrial intelligent agents, create 100 high-quality datasets in industrial fields, and promote 500 typical application scenarios. We will cultivate 2-3 ecosystem-leading enterprises with global influence and a group of specialized, refined, unique, and innovative SMEs, build a batch of empowerment application service providers who "understand intelligence and are familiar with the industry", and select 1,000 benchmark enterprises. We will establish a globally leading open source and open ecosystem, comprehensively enhance security governance capabilities, and contribute a Chinese solution to the development of AI.
The "Opinions" focus on seven key tasks, namely, laying the foundation through innovation, empowering and upgrading with intelligence, achieving product breakthroughs, cultivating main entities, expanding the ecosystem, ensuring safety, and fostering international cooperation. It details 21 specific measures to promote the "mutual empowerment" of artificial intelligence technology and manufacturing applications, accelerate the intelligent, green, and integrated development of the manufacturing industry, and provide strong support for building a powerful manufacturing nation, a powerful network nation, and a digital China.
